The Data Management Policy covers the coordination, management and distribution of data sets collected as part of the Quality of Life Indicators Project.



Data Access and Distribution.

  • Where appropriate and practicable, the Quality of Life Indicators Project will make available in a timely manner to customers the raw data sets used for indicators in the project.

2001 Report
  1. A Customer CD-Rom carrying a copy of all data sets that meet terms and conditions for third party access will be made available to customers on request. Individual data sets will be made available to customers on request in electronic form, usually as Excel spreadsheets. The main platform for distributing quality of life reports and information is via the Quality of Life Indicators Project website (www.bigcities.govt.nz).
  2. Where data sets have been supplied to the Quality of Life Indicators Project under specific terms and conditions regarding the release of those data sets to third parties, the Quality of Life Indicators Project will only release the data sets in accordance with the agreed terms and conditions. Where data sets are not available to customers due to copyright restrictions, the Quality of Life Indicators Project will provide customers with contact details for the original data sources.
  3. All data sets distributed to customers must include a copy of the Quality of Life Indicators Project Terms and Conditions of Data Supply.
  4. All reports released officially under the Quality of Life Indicators Project banner will remain the intellectual property of the eight participating local authorities.
Archiving
  1. All data sets and subsequent data manipulations carried out by the Quality of Life Indicators Project Team will be stored on an Archive CD-Rom for the following purposes:
    1. As a technical guide for project teams developing and writing future Quality of Life Indicators Project reports
    2. As a reference point for answering queries about specific data manipulations carried out to formulate indicators
  2. Each participating local authority will hold one copy of the Archive CD-Rom. The Archive CD-Rom will not be released publicly (ie. to any party outside of the Quality of Life Indicators Project Team or other appropriate controlling officers).
Charging Protocols
  1. Customers may not be charged for accessing data sets available for distribution under this policy. Requests for copies of the Customer CD-Rom may incur a cost recovery fee at the discretion of the distributing agent.
  2. Customers may not be charged for reasonable requests for copies of Quality of Life Indicators Project reports. However, requests for copies of the report may incur a cost recovery fee at the discretion of the distributing agent.
Responsibilities and Obligations
  1. The Quality of Life Indicators Project will not be obligated to carry out manipulations of data on behalf of customers.
  2. The Quality of Life Indicators Project will not be responsible for determining the appropriate fit of data sets to customer requirements. All quality control issues regarding manipulations using data sets supplied through the Quality of Life Indicators Project (including errors and limitations of the data sets) will be the responsibility of the customer.
  3. Customers using or citing data supplied through the Quality of Life Indicators Project will be obliged to acknowledge the original data source.
  4. No manipulations of data carried out by customers will be released under the auspices of the Quality of Life Indicators Project banner without the written permission of the Quality of Life Indicators Project Director.

Customers - refers to all people, groups, projects or organisations seeking access to Quality of Life Indicators Project data sets. This includes internal customers (people, groups or projects from within the participating local authorities) and external customers (all other customers who are outside of the participating local authorities).

Raw Data Sets - refers to data sets that are direct from the original data source and without any additional manipulations carried out other than those at the original source.

Customer CD-ROM - refers to the disc that contains all of the raw data sets that do not have copyright restrictions preventing distribution to third parties. This disc is available publicly.

Participating Local Authorities - refers to the eight local authorities that commissioned the Quality of Life Indicators Project (North Shore, Waitakere, Auckland, Manukau, Hamilton, Wellington, Christchurch and Dunedin cities).

Quality of Life Indicators Project Team - refers to the technical team that develops the project and analyses the indicator data sets.

Archive CD-ROM - - refers to the disc that contains all of the raw data sets and all data manipulations carried out by the Quality of Life Indicators Project Team. This disc is not available publicly.
